Depending on the plan this phase may or may not be necessary at this time. Sometimes cement is poured after the foundation is finished.  If it is necessary to pour concrete it may also be necessary to place plumbing pipes below the "slab".

This phase takes a day or two buy may be delayed by poor weather or scheduling conflicts.
