After the foundation is sealed and drainage patterns are established, the dirt needs to be carefully pushed back against the block, otherwise known as "backfilled". 
  
This is also a good time for any other  excavation needed for retaining walls and to roughly grade the lot into shape.

This phase takes a few days to a week.
